The Montezuma Hills are a group of hills in the Sacramento river delta that have been extensively developed as a wind energy resource. Other than wind mills and ranches there is very little development in this area. Many of the roads in the area are gated off but most of the paved ones are not. There are plenty of places to pull over and admire the wind mills throughout the hills but there aren't any places specifically designed for visitors that I know of. Traffic on highway 12 is usually horrible but once inside the wind farm area things are tranquil.
